HOW TO GET YOUR JOB DONE AT ANY GOVERNMENT OFFICE?
Procedure must for a layman if wants to deal with a government agency

1. Always carry blank papers, carbon paper & a ballpen.

2. Write down application for the work you are visiting particular
office (with CC).

3. Never ever take any verbal promises. They do not stand in reality
as you are not sure that you will meet same person next time.

4. Insist on submitting the application & get signature on Carbon
Copy of the application.

5. If the person on other side of the table says that he can not accept
the application, ask him to write so on the application & sign it along
with stamp & return it to you.

6. If he denies this request then go to his immediate senior & so
on if he also does not accept your application.

All this creates record about how long you have been pursuing the matter.
And this definitely creates pressure on the agency you are dealing with.
No doubt this is time consuming process but if you really want to have
corruption free country, you have to devote time for all this as social
service. (no matter how valuable your time is)
